The state of a country's insurance industry is an important indicator of the state of the country's overall development.
According to statistics from 2013, Taiwan had 30 life insurance companies and more than 20 property insurance companies, including subsidiaries of multinational insurers. But from 1945 to the early 1960s, Taiwan's insurance industry was small and under-developed. Shiding played a critical role in the industry's entire development process, from initially persuading the government to enact legislative reforms ending the government monopoly on the insurance industry, to developing the industry to the point where insurance companies are found in all domains.
The Chinese financial crisis of 1948-1949 was one of the main reasons that Mainland China to fell to the Communists. Soon after the ROC government moved from the Mainland to Taiwan, the experience of this financial crisis led President Chiang Kai-shek to saddle Taiwan's financial industry with onerous restrictions.
